What are the features of Puppet?

Actually, I asked a question about opening a browser through Puppet, but I did not find an answer.
Now I'm interested in such questions about Puppet, can it:
1. Open the url in some browser
2. Shutdown
3. Create\copy\delete files to/from the desktop
4. Log out of the user

pappet was not created for this, it is at least declarative, not executing, there is a bunch of software for centralized execution of commands on servers, use them, everything is simple there, you can probably wind it up on pappet through r, but why, it still works it will not be expected due to declarativeness.
