What are the engines for calculating the optimal route?

There is a rather strange task :)
It is necessary to lay routes from point A to point B on the map of the city and public transport routes of the city as of 1910.
The accuracy is not critical because no one will travel along these routes. And yet, you need to lay at least an approximately optimal route in terms of distance or travel time (there is a speed for each type of transport).
All this needs to be done on the web at the request of the user.
Maybe there are mapping engines that can do such a thing?

@3aiats

there are solutions, the same Valhalla, but it needs to at least feed the road graphs - but this will already be a non-trivial task
