What can be used to work with maps?

I looked, there are Yandex maps, google maps, osm and 2gis.
Which of the libs can be used so that the user can simply poke on the map and select a specific address, or enters into the search bar, and the map is scaled?
Are there free ones and offline?
It seems that all of them require an api key, except for osm. But for osm you will probably need to have your own server
