1. Download developer.android.com/sdk/installing/bundle.html or developer.android.com/sdk/installing/studio.html
2. Run
3. Write the desired application, googling "android how to ..."
All of these resources and documentation are a bunch of obvious stuff, you can check out developer.android.com/training/index.html to make sure

The best way is to find an experienced developer who will "pump" you )
The second most effective way is to take lessons / tutorials and go through them (For example, in English - www.youtube.com/watch?v=SUOWNXGRc6g&list=PL5A73AAC... - Travis is quite explains it well for beginners, I went through it myself. In Russian - startandroid.ru from the answer @4Kr )
About IDE: most of the tutorials for Eclipse - you can start with it, then you can easily switch to IntelliJ IDEA. (Android Studio is based on it - it's still damp, it crashes steadily once a day (versions up to 0.3.6 inclusive) for me)

If 45 bucks is not a pity - the best option: commonsware.com/Android/

I am currently doing the same. I am familiar with writing applications for Android. I work in Eclipse on Ubuntu 13.10. There is a desire - write: [email protected]
