How to set up javadoc in Eclipse?

Essence of the question: Customize tooltips from javadoc.
Installed JavaEE, Eclipse. Registered Path to the folder with jre, added the JAVA_Home variable to the root of the jre folder.
Bottom line - Eclipse + java works. Tried to set paths to javadoc in Eclipse. I set the javadoc location of each library to the ..docs/api folder, click check, it says "location is likely. files package-list and index.html have baan found". Both files are there. Tried different places. Tried installing JavaSE and SDK. I can't set it up anywhere. I fight the fourth day. Help.
OS - Windows 64.

Install the JDK (not JRE) and specify the path to it in the settings. Should work out of the box. Are we talking about the javadocs of the classes of the platform itself?

Options - Installed JREs - JRE System Libraries - select one of the libraries and click on the JavaDoc button - set the correct path. I downloaded from the link and unzipped the documentation to disk and included the path.
