Потому что, чтобы добавить рекламную запись на биржу, нужно пройти модерацию. Если сообщество содержит оскорбления, мат и тд(как 90% пабликов вк), то запись не допустят к бирже. А у админов пабликов свои правила насчет тематики сообществ

на бирже нет кучи сообществ
