What are the current rules for Habrahabr?

It is necessary to post an article about the current status of the MightyEditor project - an editor for HTML5 games and collect feedback from HTML5 game developers
1. Is the article considered PR if it tells how to make a game using an example?
2. What is the best way to post an article, from an account of ~ (200) votes, while the article will not be the author (as it is better to indicate it), or from the zero account of the authors of the engine (what are the chances that it will rise at all, what are the rules of the sandbox now)?

It is better to write in any case from the author, because when publishing on behalf of another account, there is a chance that this account will grab ReadOnly for "Posting other people's posts", and the topic will safely disappear from the site.
If there are no links to the game itself (links to the site, markets, screenshots with the name + gameplay), then the moderators are unlikely to consider this an advertisement for the game.
I would advise to just write a good post in the Sandbox.
If the thing is worth it, it will bring an invite to Habr to the authors of the engine, and pump their karma, and avoid possible problems with a potential violation of the rules.
