In general, IE9+
Sometimes, for large portals, there is IE8+
. Also, almost no one else supports Opera 12, FF 3.6 and Safari 5.
But now it is trending to check on mobile browsers (iPad, Nexus, Galaxy Tab, etc.)

Settings->From Google Analytics: -> import
now you can see what your users can and cannot do
If you don’t have such statistics, then take your region and indicate what percentage of the audience you can not provide with all the features

In general, the two latest versions of popular browsers + the default mobile browsers ios and android.
In particular - up to ie6, depending on the customer's requirements (and his pocket for maintaining old trash, respectively).
PS IE9 usage percentage < IE8, so this browser is not worth considering at all in my opinion.
