What are the conditions for buying a paid font (details inside)?

I want to purchase a web license for one Stag font style. Several questions arose after reading all the data on the CommercialType site.
A 15k web license costs $50, a 500k web license costs $125, a 1m web license costs $250, and the maximum 50m allowed by CommercialType is $3000. If I understood correctly, then you need to pay once for one web license and you will have to pay only if the average monthly number of views for 4 months is higher than the one for which I originally bought the license. That is, you need to buy in accordance with the number of views ... However, is it possible to buy a license for a larger number of views in order to save money? Theoretically, let's say I have 10k views per month - can I buy a license not for 15k views, but for 1m to pay immediately 250$ instead of going up the stairs at the price of 425$ (50$ + 125$ + 250$) ?? ?
Out of curiosity: well, if so, it means, hypothetically, it will be possible to purchase a web license for the font (not to rent, but, it turns out, to buy - forever) for $3000 ???

You can, of course, buy a larger license. Even the most maximum, the seller will only be happy.
But you probably won't have to "go up the stairs" either - if your license has become small and you need to upgrade it, then, as a rule, you can pay the difference. I don't know how CommercialType does it, but it usually does. It is best to write a question to the support.
PS Please note that only Latin is included in their base prices. Cyrillic and Greek add another ten to $50, and then proportionally.
