What are the cloud PaaS / IaaS providers with data centers in the Russian Federation?

We choose a cloud to move a small service from a dedicated server. In the Russian Federation, it is necessary because the law on the storage of user data.
There is Jelastic on reg.ru and it suits me perfectly, but, for various reasons, we cannot work specifically with reg.ru, otherwise the question would not have arisen.
What other providers are there that provide functionality similar to AWS/Heroku/Jelastic/CloudFoundry?
Requirements:
1. Setting up a virtual private network like AWS VPC - creating private and public subnets, setting up a firewall through the UI, without fiddling with iptables on each instance separately. The ability to select network interfaces and EIP and attach them to the desired instances.
2. API for raising / lowering instances, and, in general, working with the platform.
3. Simple UI, I saw some IBM control panels with one eye - that's still a game.
4. Ability to backup instances, detach volumes with data, and so on.
5. In general, it would also be cool to have an analogue of S3, ELB, SQS and so on, but this is probably not exactly the case.
6. CDN, DDoS protection
7. I really want container orchestration out of the box, Jelastic has it.
I really don’t want to fence my garden on the HashiCorp / Joyent / Kubernetes stack and other things on top of bare VPS / VDS.

Look for signs of VMWARE. There are a lot of them, I even tried to use some as a test. But the price tag there is indecently high, if for yourself.
Small table and overview , though a little outdated, but still relevant.

You can install Jelastic on your dedicated servers. This is a private cloud option, where only you will physically dispose of the power, and Jelastic will orchestrate with containers. You can also install a private Jelastic cloud in one of the partner data centers in Russia, we can find the appropriate infrastructure providers that are suitable in terms of price / quality
