You just need to remember that bnc is a coaxial line, and if necessary, if you find network cards, you can build networks that are not point-to-point topologies (that is, when several devices are connected to one cable with a simple connection, dividing a 10Mbps channel) I personally do not checked, it is quite possible that the available connectors stupidly forgot about this chip, because this way you can sell twice as many connectors.
The cost of a self-made server for working with ip-cameras is an order of magnitude cheaper than the cost of centralized encoders. The selection of cameras is a separate conversation, the key word is that they can give a raw video stream without a proprietary application (cheap consumer cameras sin with this, tying the solution to a paid video service from the manufacturer).
"Budget video servers" is only about a Chinese DVR with analog inputs. He knows how to give streams via RTSP if not too old, and costs 50..100$ (who asks for more is a scammer). But there is software for Linux on board, with completely under-opened proprietary software, and it does not pass according to the terms of reference. Yes, and why is there RTSP and writing on swelling if the registrar is ready? But if it is necessary, then it is necessary. The jwa option is a video capture card. The product is dying out, and if there is more than 1 channel, then there will be no USB (or it will be extremely unbudgetary under 3.1 and not for your purposes), 4 channels are already PCI, more than PCI-E. It smells like IBM Compatible and the prices are biting because demand is low. And besides, the manufacturer also wrote the driver and did not care about compatibility and openness. The third option is not cheap and proprietary - use video encoders, for example from axis.
These options look depressing. But there is an option that may suit you, and even interest you comprehensively if you are a developer and are not just interested in non-proprietary. You can take a Chinese analog recorder and rewrite its software to suit your needs, having studied the platform used and its capabilities a little.
