What are the best methods to promote a foreign site?

The problem is that one internal optimization is not enough. We need links, article promotion, forum comments, reviews, etc. But I can’t find any analogues of Miralinks, forumOK, Gogetlinks, Rookee and other services that allow you to automate this.

There are different strategies. If you take your specific topic, that is, "Cleaning Services", it is logical to assume that the emphasis should be on Local SEO - there are no problems with information on this topic. For example, in Russian , English 1 and 2 .
In terms of links, there are mini-exchanges, but they are not public and have their drawbacks, because. most often this is just a link (such as a manager / copywriter-entrepreneur) between the sites and you. You can search for sites yourself and arrange accommodation there, but it takes a hell of a lot of time. Plus, it’s almost impossible to get to the top sites in the subject with non-expert content (it’s difficult even with expert content).
Hiring freelancers is an option, a lot depends on your managerial abilities. Automate the same work as in the case of the Runet exchanges - glanders, ghl, mirka, etc. Not sure it's going to happen.

Links are dragged under Google. Therefore, quality links are your path to success.
If the project is serious - forget about the exchanges. Negotiate yourself with large, trust projects. Dilute them with all sorts of rubbish from social networks, forums, catalogs, etc. (but don't spam) Hire
