Need a program to synchronize data tables of different DBMS (for example, Firebird-Oracle). The program should be easy to set up (since if it is difficult to set up, then we can manually do it ourselves). Synchronization should not be one-time, but permanent.

Look for the word REPLICATION in your database documentation.
But in general, replication does not always work.
Most often you need to individually twist.
The reason - banal - does not have time in "real time". You have to choose - what is first, what is second.
And this also applies to one name of the DBMS.
On different - in general seams. There are no simple and reliable solutions. A bunch of restrictions.
PS:
You can also do it by rolling the transaction log. It is relatively fast at 100% guaranteed synchronization. But only in one direction, not a two-way solution.
