What are the automated tools for efficient distribution of tasks?

Everything is pretty trivial: there is a development team (with known rates for each participant), PM/PO and sprint backlog. Each team member evaluates all tasks using planning poker. That is, ideally, we know the potential time to complete each task by each team member. The question is: how to distribute tasks between all participants in the most efficient way from a business point of view? Are there any tools for this? Are there plugins for Jira? Thanks in advance for your reply.

What does business understand by the efficiency of programmers? If 100% loading, then this is one approach, if the fastest possible increase in the value of the product, then another. Loading programmers at 100% does not mean a rapid increase in the value of the product for its users.
