What are the analogues of payoneer that respect banking secrecy?

I know that Payoneer does not cover transfers within the system and banks / authorities in the CIS cannot receive this information. Are there other similar companies? Can Yandex.Money be considered one of these?

It's not about bank secrecy - you misunderstand the term.
Payoneer is not a bank, the money in the account is virtual. Exactly until you take them off the map.
Therefore, the concept of banking secrecy does not apply to them at all.
Moreover, non-banking organizations, such as Payoneer, generally have limited liability to their customers - precisely because they are not banks. They can easily freeze money without much explanation why. They just suspect you - and FIG get the loot. Banks cannot afford this.
The bank also does not tell just anyone.
If the bank is foreign, then a special request is needed, through, for example, Interpol. Which Interpol will not give, unless you are suspected of fraud / money laundering, etc. And this is not about ridiculous amounts.
Any bank, any payment system located in a state that has strained relations with the Russian Federation and does not have representative offices in the Russian Federation (therefore, Paypal, for example, does not belong to these) will need to be persuaded in a very special way to issue information.
