What are some small HTML editors/compilers to full CHM/EXEs?

For example Mars Notebook and Htm2Chm (v2903) create CHM without full text search!
(the search is conducted only on one current page by Ctrl + F)
maybe there are some online services?
HTML - means a database with pictures and other things.
EXE - here we mean an independent book - an application.
