A normal translator offline on the phone is not possible.
The program itself does not contain dictionaries. On w3bsit3-dns.com there is a branch on it, in it there are any dictionaries for every taste, ranging from multitran (not the first freshness, but quite enough for work), linguo, and a bunch of others, there will probably also be sensible Russian. Integrates with all popular readers. The full version costs money, but very moderate, but on w3bsit3-dns.com there is also a crooked one, emnip - but I personally don’t feel sorry for giving money for such a tool.
There is also ColorDict and EMNIP Stardict, but I like the subject more, especially with the modified dark flat "modern" theme from the same w3bsit3-dns.com.
