Creating a mobile application: own staff, freelancers or outsourcing?

Good day.
The task is to develop a mobile application. We think how best to implement it, or rather, who to trust.
Please share your experience.
What are the risks? Or maybe. a combination would be better, like: first freelancing or outsourcing, and then with your staff to finish the little things as needed.
I will be glad for any hints.

The "state" will thank you when you give them a freelance craft and tell them to finish it. It will be easier to rewrite.
If it is not possible to keep 2-4 people on salary, then it is better not to have a staff.
The solution is to find a good outsourcer with whom you can immediately negotiate about support. Get cheap.

Depends on the size of the budget, and that depends on the type of application.
It also depends on the availability of developers in the state (if you are a development IT company, this is one thing, but if this is not your profile, then it is completely different), etc., etc.
If the project is very large, it is better to immediately take your own. If they have something to do in the next year or two years.
Otherwise, it makes no sense to count on your own. They will not be effective if they do not specialize in this.
Freelance - a small project, a small budget (say, up to a year; up to 500,000 rubles).
Outsourcing - a medium project, an average budget (say, up to a year; up to 5 million rubles)
Own - a large project, a serious budget

If the issue is price, then freelancing is the most profitable, but the result may not be predictable, as well as the timing. Accordingly, your task is to find really good specialists.
If outsourced, then of course there is less trouble, and support will be a plus. But this option will be much more expensive.

Start with outsourcing. Freelancing is risky. I don’t want to say that all freelancers are unscrupulous, but there are freeloaders. Searching for bugs in the script after them will be more difficult and expensive than immediately entrusting the work to respectable programmers.

a) If it is expected to pay off the long-term development and support of this application. Those. Are you sure you have or are planning a regular budget for this. At the same time, you have enough time to recruit a team, or you already have a team.
b) If one of the strategic goals of your company is to acquire competencies in the development of mobile applications.
Otherwise, if there is little money and the prospects for the application are vague - freelancing.
Otherwise, outsource.
