Hello!
I wanted to rebuild the kernel.
But I could not find a good book or manual that would describe all the kernel settings (in Russian).
Therefore, I am looking for a good book or manual where all the settings are described.
ps I have already reassembled from the oldconfig, but this will not allow optimizing the kernel, since now there is a default config.

There is no such thing.
80% of the kernel is drivers. You can safely throw them away, leaving only the necessary ones.
10% is network support, we also remove everything unused.
The remaining 10% is virtualization, cryptography, schedulers.
The best documentation is the kernel itself. All menu items are described in detail.

If you do not have embended development and you are not building a kernel for a tricky and weak piece of iron, then do not bother with this from the word at all.
Gentoo is your line of thinking, and in the end, do not expect normal automation, some of the features will require the installation of packages, and vice versa. Search for documentation in Google by the name of your hardware (motherboard or the entire system, for example eeepc900 - asus netbooks, adding the keywords gentoo, ubuntu, linux)
