What are simple programs for working with an array of data?

I need to work with a large array of data: hundreds of thousands of rows with hundreds of columns.
The program (or service) must:
1) Store data. The structure is simple: columns<->rows
2) Quickly provide a selection on request, such as LIKE
3) Be able to match rows when loading new data
4) Be able to upload all data or a selection in csv / xls
5) Be free or cost up to 1000 r
Locally or online doesn't matter.
It is difficult and inconvenient to work through Excel. I looked in the direction of Power Query, but this solution is more for sampling from the database than for constant work and changes.
MS Access does not want to buy, and
I installed the MySql DB test - in general I liked it, but I don’t have enough experience, and for full-fledged work it will take a long time to master. I installed programs for a database like mysql workbench, but it's also difficult. I want something ready, simple, out of the box.
