on the torrent, find the courses of the training center specialist there are many in what areas and in php they are old, but for a start it’s normal. look at them. then, according to the documentation, you yourself will study the rest of what will not be enough for you, and what is in the new versions. Well, just keep practicing. I don’t know more free options, but paid ones are not the fact that they will be better)

In English, I recommend Lynda.com courses by Kevin Scoglund :
and PHP with MySQL Beyond the Basics .
Perform what is described in the course together with the author, then do the same - on your own, or on your own project using the information received.

Why a netbook for work? Maybe you should look at full-fledged 13" laptops?

@Bright

I have a netbook with the following specifications: Atom N550 (1.5 GHz, 2 cores), 2 GB of RAM. For a studio, Libre Office and Notepad++ are enough. You can even run it all at once and add chrome with 10-15 tabs - it will work =)
Look for something with similar or better characteristics (they probably already appeared, I bought mine almost a year ago). I would not look for maximum performance - anyway, because of the rather small screen (if we are talking about 10.1 ") and the keyboard, it won't work properly, so it's not really needed. Better pay attention to the battery life.

The most powerful netbook up to 20k is Samsung 300U1A .
Matte screen 11.6', weight 1.23kg, Intel Core i3 1.3hz processor and 2Gb RAM. They promise 8 hours of work.
Another option Lenovo ThinkPad Edge 11 is thicker and heavier.

For about the same purposes, I was going to take Lenovo x120e or x121e (they are almost the same) with AMD E-350 and 4 Gb of RAM (although it seems like you can put 8, but I don’t need it).

ASUS 1215N - dual-core Atom, 2GB, ION2.

The price is more than suitable.
I have - a year since I have ASUS 1201PN, this is the first netbook with ION2. I can say that FullHD plays normally, including via HDMI to a large screen. Of course, this is not a graphics station, but PS, Corel, Office, etc. work tolerably.
The battery is enough for two movies.
