What are ERP for a construction organization?

Good afternoon,
a construction organization needs a project management system that includes the following features:
- creation of multi-level directories of work performed with sub-resources;
- directory of projects, resource base, employees, the ability to create arbitrary directories;
- formation of a plan for the implementation of work on the project;
- fixing the fact of the execution of work on the project and operational comparison with the plan;
- reports on the planned and actual use of resources;
- calculation of accruals to employees based on the actual work performed;
- control of the movement of material resources, purchase, warehousing and delivery.
What are the current solutions for this? I tried test cloud access 1C: Management of a construction organization, it’s not at all an obvious thing, you won’t start working there right off the bat ...

1C will be optimal here if you want fast and cheap.
Fast and cheap means 6-12 months and 2-5 million rubles for implementation. Depends on the requirements and size of the organization.
The main thing here is not a development issue, but a matter of setting up and training employees.
You can consider more flexible, but also more costly options.
