Games are very different and with due desire, you can do anything on anything.
C# is basically Unity3D lower threshold of entry, a lot ready.
C++ naked with some libraries, almost everything from scratch, but maximum performance.
In general, to begin with, decide what kind of games you are interested in. Because 3D video games and, for example, casual clickers are made differently.
