What are code formatters?

Hello!
Many SQL formatting programs have the option to output the result as a code in some programming language, where the query text is written to a string variable (an example is in the screenshot from www.dpriver.com/pp/sqlformat.htm ).

Are there any similar solutions (in any form: online, plugin, standalone program) for writing any multi-line text into a text variable, not just SQL?

I think it's extremely easy to write yourself, in any language.

in sublime, item "search and replace". We are looking for \n\s* replaces with a space. With Regular expression enabled
