What approach to use when developing an application for iOS/Android?

Hello!
We are looking for performers to write a simple application, and faced a number of questions.
As I understand it, there is a multi-platform development and separately for iOS and Android?
What is the difference in these approaches? What are the disadvantages of multiplatform development?
At prices, the difference is about twice what we are told.
I would like to hear your opinion on this matter.

Cross-platform development ─ today these are all possible html hybrids, xmarin and qt
html if you have an internal application that your employees will use once or twice a day, then you can, if more then the time of employees will cost you more than development, it will slow down wildly
xmarin - expensive, poor environment and large application size (about 50 meters is an empty application), but
qt is usually not critical for corporate software ─ when I looked last time it was not viable, maybe something has changed, but I doubt
native development ─ in fact, two applications are written to you, but native to the platform, which are convenient to use, with a normal size of application files, with the ability to use all the functionality of the platform.

Cross-platform development for mobile devices, always an accumulation of crutches and limitations. If you need to launch something similar to a future product in a short time, then it will do. But then, you still have to write separately for each platform, and the design of the application should be different.
To my customers, I recommend the following: run on android, and then look at the reaction of iOS users. iOS development and support costs are significantly higher, and there may be very few users.
