What application to use to create a text game?

We need a lightweight application through which even a newcomer (with a basic knowledge of programming languages) could make a text-based game.

Any text editor will do .
But you need to know at least some programming language, as well as be able to logic and mathematics. Depending on the language, an IDE appropriate for that programming language may be better suited for comfortable development.
For example, for C++, the classic IDE is considered Microsoft Visual Studio. There are also lighter ones. But, I repeat, in theory, a regular notepad, that is, any text editor, is also suitable, it just won’t be so comfortable. Well, what is right for you depends on the language, platform, etc. you choose.
