The meaning of the task: to find real cards, process and receive in a format, say, XML. The point is to be able to access addresses, roads, houses, etc.
Who faced similar, who will advise what? Preferably simple and free.
You will have to work with Delphi.

If you need to work with maps, then the road is most likely in OSM.
On the other hand, it may be better to use ready-made databases, such as FIAS (or FIAS in the Kladr format).
