What algorithm does the "Invite Expert" button work on?

Does the questioner choose the expert himself, or does the Habr engine do it, and the questioner has no influence on this process?
I ask because I sometimes receive offers to act as such an expert, and most often on topics in which I am by no means an expert.

You could try to invite an expert yourself, then you would notice that a list of users is displayed for selection, sorted by contribution to the question tags.
