What affects performance in 3D editors?

So there is quite an old PC. In 3D MAX, relatively uncomplicated scenes spin well. But in Blender or Modo, the viewport noticeably starts to lag, and in some places it freezes, despite the fact that the scenes are simple, there are few polys.
Soobstvenno what affects a smooth picture in the viewport? Processor or video card?
And what can you advise to put (percent + video card) as budget as possible, with the requirement somewhere up to 1 million polygons in the scene, so that all this would fly without lags. Programs in which I plan to work "Blender" and "MODO".
PS I'm just getting to know the world of 3D, I won't have big and heavy scenes soon, so for now I need budget hardware

Well, it's purely a performance issue. I think that it would be possible to slightly increase the computer op and change the percentage, and of course, when working with 3D, you need a powerful video card.
