What accurate maps to use in desktop applications for non-commercial (research) purposes?

Maybe someone met with the task of developing an application with a map (not pictures, not necessarily online) for non-commercial purposes? What is needed is an accurate map, with the ability to accurately determine longitude and latitude. Needed for a desktop application (on Qt). I went to look at Yandex, Google, Novatek, there is a license ban on the use of free maps in desktop applications
