Weird character in URL?

I get photos and videos from inst and display on the site. But some videos have strange characters.

No way. It's not coded. Either there is some Unicode character that is not supported by the current font - then the decision is to switch to a font with full Unicode support (at least arial), or there is some kind of crap on the server and garbage is pouring into the file names. Well, either this is some kind of insta know-how for some vile purposes.
In any case, if the links work, then that's how they should be.
PS If you were not here screenshots, but gave the text - it would be clearer.
