WebSphere 8.5 is missing the "cluster" item in the "server" section, how do I deliver this item?

To configure the software, I need to configure a cluster in WebSphere, but when I got to this point, I did not find this item in the menu:

I tried to update and deliver other components of the websphere, but the cluster did not appear, how to deliver it or what to do?
