Website not opening for some people?

When people try to go to the site, 2 out of 10 people get this error -> (err_ssl_version_or_cipher_mismatch), one says that there is no SSL and the site does not open, the other one has this error, but then the site opens and, oddly enough, over HTTPS and with SSL.
This error appeared after using Cloudflare. The account is free. Online advice doesn't help. I use a personal domain and a dedicated server. Sites axor.webdevcat.ru and rip.webdevcat.ru

I found a dependence in the fact that no matter what device they come from, the site does not plow. I think that the problem is in their provider, or in the geographic location.
It turned out that ip cloudflare is blocked
