For example, for the query "VAT obligations in Slovenia", instead of displaying an article with the same name, keywords and thematic subheadings, another article is also displayed on the topic of taxes, but without this key phrase. The articles were published at about the same time. What could be the problem? How to eliminate it?

It's hard to say without seeing the problem. Anything can happen: the page was not indexed, the page was accidentally closed from the index, the algorithm was not updated, there is little content, few keys, etc.
What did you do to make it taller? If nothing, then it's just an ordinary random and it's normal
Maybe spamming with keys, you need to run the text through the analyzers and watch. See how competitors do it. Pay attention to the quality of the content, how watery and nauseous the text is, etc.
