Website development: choosing cms or what to do?

Good day!
The task is to create a website with a rather complex functionality, modern design in the shortest possible time (max. a month) and with a small budget (<25 thousand rubles).
Requirements from the technical part:

• User registration (with SMS notifications)
  
• Interactive timetable with booking option (with SMS notifications)
  
• Online payment systems (most popular)
  
• An interactive map (with a design that fits into the overall design of the site, most likely the Google Maps API)
  
• Photo Viewer
  
• Interface for the site editor/administrator
  

An example for a grid with a schedule can be viewed at phobia.ru , I would like something similar.
Design:
Modern, original, supplemented with interesting features (scripts, css3, etc.)
I can't decide between the following options:

• cms+plugins
  
• cms+handwritten plugin
  
• handwritten cms
  

Other options are possible, I'm waiting for your answers :)

The amount for the project is not final, but rather desirable. I don’t know the prices myself, I didn’t go to the web studio ...
At the expense of handwritten cms - I meant rather ready-made, but, I agree, a dubious option - the chances of finding something like that are very small ...
Well, I would like to hear advice then cms and plugins that can satisfy this set of requirements.

For 25k you can only offer WordPress with a downloaded theme and plugins. It makes no sense to take on the site more thoroughly for such money.

Refuse for such money from the project. Let them come to the web studio and find out how much it will cost.
Minimum terms + <25k for work. Some kind of greed.

This is a month and a half of a good programmer and design.

Wordpress, Joomla or DLE. For 25k, no one will do it from scratch. And if they do, you won't want to use it.
