webpack. How to use i18n?

It states that there should be some content in the webpack.config.js file.
But I don't have this file. In the build folder, there are files like webpack.base.conf.js that
already have functions defined that start with module.export = {
Do I need to create a separate file and where to put exports in order for i18n to work?
