Webpack-dev-server (hot) does not rebuild the project as a normal user (Only works correctly with sudo rights). How to fix it?

When running npm, webpack-dev-server does not respond to changes in the code. But if I run sudo npm webpack-dev-server everything works correctly. The directory with the project has the rights of the user group, to change and write. What can require root rights?
