Web designer on upwork - designer or layout designer?

Hello! I'm new to upwork and can't figure out which category to look into. Help to understand, please.
I'm a coder (with a stretch for wp, drupal, etc.) I used to search for tags like "html css", "psd to html", etc. Now I saw the category "Web, Mobile & Software Dev / Web & Mobile Design" and I can't figure out if the customers who publish projects there already have a PSD? Most often they write something like "Responsive WordPress Theme Design" does this mean they already have a psd? or the fact that you need design + layout + stretch? Do they have designers doing this?
I didn't quite understand what to say on my profile. I wrote "HTML/CSS Ninja :)" but it seems to me that I look like an idiot :D
In general, help me figure it out. Thank you!

Nobody knows if they have a PSD, you have to ask this every time.
You can look for tags by which you need to search in existing works.
Ninja is generally the coolest thing that can be, you just tell him you want, and he does everything for you.
