A difficult question, at the beginning of my activity I met such individuals, but now I meet such individuals less and less.
I tried to master both, but I never knew how to draw and had no artistic talents, so it turned out not to be for me.
Nowadays, the builder must be a Front-End Developer, so you have a choice. Either you go deep into programming, or into design (i.e. art). And it doesn't even make sense to combine it. Of course, it’s possible for an uncle customer to find one performer who does EVERYTHING and not bother, but I doubt that a large company will hire a station wagon (they need professionals in their field).
But this does not mean that you need to choose one and forget about the second. A front-ender always needs to understand the basic design principles. Often you have to finish some little things yourself, and these "little things" should be at the appropriate level. And not only for this..

I am a web designer and coder rolled into one. So it's real.
I use HTML, CSS and JavaScript. With the help of these three I can make up an interface of any complexity. But so far without 3D interactive, because I only recently took up JavaScript.
As for design, there are already dozens of website designs behind them, one of which even won gold in the "Best Website Redesign" nomination at the MENA Transform Awards 2016 .
By the way, in the USA it is very common when a designer makes his own layouts. And when I look through vacancies in different studios, I notice that everyone needs a designer with knowledge of layout. Or indicate that knowledge of layout will be a plus for the candidate.
Because only a designer will be able to compose his design as needed, make them "pixel perfect" and never make a mistake in color.

A web designer must be able to type.
Design itself is a much larger field of knowledge, layout is rather primitive. I would not even single out layout as a separate specialty, but would say that it is part of front-end development or web design.
Layout is like a reading skill for a writer or translator. After all, there is no profession "reader".
That is why the coder receives less than the designer or front-end developer.

Really. I'm a mobile app designer myself, but recently I've started learning Obj-C/Swift. However, if now I "trade" in design for income, then the calculation was made on the implementation of my own ideas in applications.
Actually, I have experience in SEO / SMM, analytics, now I'm designing and learning programming. True, all this has already taken more than 6 years. ^_^

I am also facing the same choice. I'm more inclined to combine. I still know how to read and write, eat and drink, walk and stand still. After all, people learn several languages. Maybe time itself will decide this question for me, but I look at the combination more optimistically)

I think it all depends on the talents of a person, if you can draw, develop and become an excellent designer, you will need to make up something, you will memorize the basics for a couple of days and that’s it, you don’t need more.
It is better to work in a team, where each specialist has a narrow profile.

Combining is quite problematic, and it makes no sense. If you go deep into the frontend, there are enough problems of your own. It seems to me that it’s better for a layout designer to rummage around in usability, design is not so important in this regard (I don’t take into account the ability to work with Photoshop, it was always touching when someone asked how to properly cut a layout).

10 years ago I started exclusively with layout. But since the layout itself will not make a beautiful site, I delved into the design and then began to exclusively figure out in Photoshop without the need for layout (the market ate me anyway). And now I began to understand that few people can adapt my design normally, so I studied the layout again (already adaptive). And now I first draw everything and then typeset everything myself.
So who is interested and what are the needs. Everything is possible.
