Web based issue tracker?

You need a task tracker and remote access to it. For some reason, we can’t stick out the office server, so we need a tracker on the Internet.
What you want:
- free
- tickets with statuses
- maintaining versions / releases
- separation of user rights (for projects, for actions)
- time tracking
- the ability to organize subtasks or at least link tickets
- reports on the status of tasks, as a big plus - charts (Gantt or burndown)
It is clear that all the requirements at once are most likely incompatible in free trackers, but I will gladly listen to suggestions. If possible, briefly describe what is present in the proposed tracker. Thank you!

mantis (php + mysql) - but you will need to put it somewhere.
look also at teamer.ru - but I’m not sure how fully what you need is now implemented there (if just as tasks, their assignment to performers, communication with projects, that is)

depending on what, if under IT projects, then a truck or mantis,
if in general, then a megaplan (domestic) is not bad
