Way to output 3D with shadows by example?

Hello, I have a simple question.
How can you output a two-dimensional array in 3D (the second dimension of the z coordinate, type int), so that shadows are superimposed on it (creating an elusion of volume) and you can conveniently rotate it. If possible, then an example of a code or a project on the basis of which you can figure it out (I think if you just write the name of the library, then I won’t figure it out).

It is possible in Excel, however, I do not know how to rotate.

It is possible in Matlab with rotation, but do you have C#?
