Watching ads offline and paying for it?

Hello.
The crux of the issue is this, I connect ads from my mobile partner Appodeal to my application, and I can’t find information about pay-per-view ads anywhere. That is, if a person is without the Internet, will he be shown ads, and if so, how will the developer get paid for it, if, say, a person deletes the application before switching to online mode?
And if someone knows the average payment for 1 display of a banner / video and a click on them, then, if it doesn’t make it difficult, share the information.

When there is no Internet, the application does not show a banner with advertising.
You do not receive money for offline.
