Are there ready-made open-source solutions (or commercial ones) of this type:
http-endpoint, which needs to be polled once a minute, if there is no polling more than 3 times in a row, a notification is sent to the cart (preferably with the ability to fasten your own handlers, for example, remote restart of the process or the whole virtual machine (kvm / esxi) if it does not respond via ssh at all)
The task looks simple, so there are probably ready-made solutions, but a quick google did not help

This is easily implemented, probably, in almost any monitoring system. In Zabbix, for example, there is a built-in functionality for calling a script when a trigger is activated. And integration with TG is elementary.
