Was the order of the items in the Google Places Autocomplete result always like this?

I just noticed the strange behavior of Google Place Autocomplete - searching in Russia and outside of it happens in different ways:
1) We are looking for Russia. For example, "Nizhny Novgorod". The result is " Russia
, Nizhny Novgorod region, Nizhny Novgorod", the order is: Country, Region, City " 3) We are still trying outside of Russia, "Kiev" "Kiev, the city of Kiev, Ukraine" Whether this is a bug or not, it is not clear, so far it has not been possible to google on this topic. Perhaps it is related to the current location - where the request comes from. But IMHO the order should always be the same.
