Vtiger, how to set up sending emails (Handlers)?

Good day!
Help!!! I can not figure out how to send letters when handlers are triggered. Letters are unreliable. For example, I create/change two (or more) applications (the handler for sending letters is configured). As a result, only one letter arrives. If you send letters via "Send E-email" - everything is ok. As I understand it, letters are sent via cron, by running the vtigercron.sh script???
It turns out the problem is either in cron or in the vtigercron.sh script ??
