Vsftp not connecting on port 20?

Installed vsftpd server on ubuntu 18.04, connects on port 21 and writes ecconnrerused on port 20. How to fix?

It should not be connected to port 20 - this is a port for data transfer in passive mode.
Read about passive and active modes of FTP.
