VPS hosting or cloud hosting?

Hello! We have an online store, daily from 400 to 800 orders. Approximately 1000 visitors per day.

nic.ru already bothered us with its falls (either 502, then 504, then the site does not work at all, then they have problems in the data center, then a database error), we thought to go to the server, but faced with a choice the Hoster itself and the type of accommodation.
Someone says VPS is better, someone is cloudy.
The main goal is for the site to be up-time 99.99% of the time. If something happened at the host - so that the servers switch and we do not suffer. I read that it can cloud hosting. But by what criteria to choose it? Reviews in search engines custom-made I smell ...
But what would you advise?

To organize real fault tolerance, it is necessary to use several VPSs simultaneously with data replication (including databases) between them and, accordingly, automatic switching to another server in case the main one fails. If your resource has grown to something like this, then you can afford an admin to implement it. In principle, for an experienced administrator, the implementation of this will not be particularly difficult.
That is, any one "cloud" server will not save you, this is generally more of a marketing term. The so-called cloud and classic VPS have objectively not so many significant differences. In addition, cloud servers are also different, some of them are more "cloudy", others less so.
Well, even the most reliable hosters can fall. Another thing is that some often, while others only in exceptional situations.
As for you, as already mentioned above, the server most likely goes down from the load and / or poor software configuration. In this case, a VPS with more or more guaranteed resources should save you from the mistakes that you voiced.
