VPN with a choice of the city of Russia or IP substitution for St. Petersburg?

Good afternoon everyone. The situation is this, I often travel, and home channel 78 broadcasts matches of the SKA hockey team via the Internet only if you are in St. Petersburg or the Leningrad Region. Accordingly, it is necessary that I have an IP on trips from St. Petersburg. I tried all VPN paid and free, there is only Moscow! Maybe there is some other solution with IP substitution?

If the VPN does not have the necessary locations, you can try to solve the problem using a proxy.
Open the proxy list , select Russian Federation and click Show .
The list will include proxies with the geography of St. Petersburg: How
Next, select the line corresponding to the type of proxy you want to use: HTTP, Secure (aka HTTPS), or SOCKS. Enter the IP address and port of the proxy. Close all settings windows by clicking OK.
