VPN server, where to start?

The task is this: it is necessary to raise a VPN server, which, in addition to the VPN itself, must be able to count and charge user traffic.
Main problems:
1. OpenVPN is not suitable, PPTP and L2TP support is needed.
2. It is desirable that it be Windows (but not necessary).
Unfortunately, I have never encountered such a task, so I just don’t know which way to look.

In general, you should not do this on windows. Better linux/freebsd. For FreeBSD, the solution was suggested: mpd + billing (in abills, the author even gave setup manuals).
On Linux, it also rises easily and quickly, I wrote a note about pptpd .
There are many options. For example, I used mpd + abills (free version).
Installed on freebsd7.
