VPN over Tor how to do?

How to make vpn over tor?
I set up openvpn on the vps and screwed tor in the same place.
I set up the computer so that now all connections go through vpn and tor.
I installed VirtualBox with linux, I go into the browser in it - it shows the tor as on the host.
I run openvpn --config in virtual box .... connects to vpn and that's it.
Ping hangs, the browser spins and nothing happens.
What could be the problem?
